The new hea t pumps are powered by a local hydro plant that is owned by community itse lf\, which means the cost of electricity can be kept low and the revenue f rom powering members’ homes stays local. \n\n\n\n Judges’ comments: \n “This is a powerful example of what can be done in small community when you have passion - you can be ambitious and nimble and really mobilize. Th ere are real\, immediate savings for members\, and a long-term benefit to the community’s energy security.” \n  \n\n\n\n City of New Westminste r\nCitywide Response to Extreme Heat\n\n\n\n \n \n\n\n\n Following the 20 21 heat dome that claimed 619 lives in BC\, the City of New Westminster la unched a coordinated\, cross-departmental initiative that has shifted its extreme heat response to focus on proactive\, community-wide resilience. \ nNew Westminster became the first city in Canada to adopt bylaws prohibiti ng landlords from restricting cooling equipment (2025) and requiring at le ast one safe overnight living space in occupied rental units (2026). \n\n\ n\n Judges’ comments: \n“These measures will save lives. This is an in credibly comprehensive response that sends a strong signal to the communit y that addressing the impact of extreme heat is a priority for the City an d that there are clear\, practical ways protect residents.” \n  \n\n\n\ n City of Vernon and City of Kelowna\nClimate Action Ripple Effect (CARE) program\n\n\n\n \n \n\n\n\n The Climate Action Ripple Effect (CARE) progr am empowers Grade 5-12 students across Vernon and Central Okanagan schools by matching them with real\, community-based projects supported by mentor s from multiple sectors\, including the City of Vernon and City of Kelowna . \nStudents have the opportunity to learn\, to apply that learning throug h tangible action\, connect with community partners\, and then share their work publicly\, amplifying impact through networks\, events\, and media. \n\n\n\n Judges’ comments: \n“This program should be replicated in eve ry school district in Canada. It is innovative and has such potential to m ake change in multiple areas over the long term. In ten years these kids w ill be voters and will enter the workforce with a good base of understandi ng around climate change initiatives in their community.” \n  \n  \n\n \n\n District of Saanich\nTillicum Green Infrastructure Project\n\n\n\n \ n \n\n\n\n Saanich has been keen to enhance the climate adaptability of on e of its neighbourhoods and worked with the school district and other part ners to achieve it. \nTheir solution was rain gardens: a natural way to ac commodate rainwater from paved surfaces while also providing shade and enh ance biodiversity. Working with a local elementary school\, more than a do zen rain gardens were added to the school grounds and the surrounding area \, involving more than 100 trees and 1\,200 shrubs. \n\n\n\n Judges’ com ments: \n“Instead of approaching flood and heat purely as an engineering problem\, Saanich used an equity lens for their climate risk assessment t o identify the neighbourhood where people were most vulnerable and would b enefit most. \n“They then held many rounds of engagement\, resulting in a project that has been shaped by the community with far-reaching social a nd resilience benefits.” \n  \n\n\n\n Climate & Energy Champions Awards New for 2026\n\n\n\n New this year is a Champion award category to recogn ize and celebrate the leadership of staff from CEA member-communities\; th ose who are often at the forefront of climate action and leading the way f or the benefit of their communities. \nThe nominations that we received fo r the Champion award spoke to the personal dedication and wide range of sk ills and expertise that are demanded of individuals working in climate act ion in 2026. \nTwo of the three Champion award winners also picked up an A ction Award for a project within their community. Clearly\, having award-w inning leadership also translates to implementing award-winning projects! \n\n\n\n Jaima Timler\nClimate Action Specialist\, Town of Smithers\n\n\n\ n \n \n\n\n\n Jaima is always up front making sure a climate action proje ct is successful\, whether the project involves Hydrogen fuel enhancements on heavy duty equipment\, decommissioning the gas meter at Smithers Town Hall or participating in the annual Earth Week bike parade. \nShe has succ essfully applied for grants or private partnerships to fund many of Smithe rs’ Community Energy and Emissions Plan’s implementation projects and has also lobbied the province to continue LGCAP funding so that small comm unities like Smithers continue to have resources to employ a Climate Actio n Specialist like her. \n\n\n\n Judges’ comments: \n“Jaima is passiona te about achieving climate action goals established by the Town and she us es that energy to motivate municipal staff and the community alike to embr ace climate action initiatives. \n“It is clear from the wide scope of pr ojects mentioned in the nomination that Jaima goes well beyond her job des cription to pursue ambitious goals that will bring real\, long-term change s to her community.” \n  \n\n\n\n Rebecca Newlove\nManager of Sustainab ility\, District of Saanich\n\n\n\n \n \n\n\n\n For nearly ten years\, Re becca Newlove has led the sustainability division at the District of Saani ch. This has involved leading the development of “100% Renewable and Res ilient Saanich\,” the District’s award-winning climate plan. She recen tly led an update to that plan and has been collaborating with colleagues and the broader community on such initiatives as the Tillicum Green Infras tructure Project and the municipality’s asset management program. \n\n\n \n Judges’ comments: \n“It’s clear that Rebecca’s passion and comm itment to climate action and sustainability have propelled Saanich into it s enviable place as a leader among Canadian municipalities. She is the kin d of champion that these awards really celebrate: collaborative and dedica ted\, while demonstrating the perseverance and long-term thinking that gra dually move a community to implementing actions that truly benefit every r esident.” \n\n\n\n Kevin McCarty\nClimate Action Specialist\, City of Ve rnon\n\n\n\n \n \n\n\n\n Kevin McCarty integrates meaningful climate solu tions into the City of Vernon’s operations and practices. This includes serving as staff liaison for Vernon Council’s Climate Action Advisory Co mmittee and applying a greenhouse gas emission calculator he created to as sess the financial impact of specific climate actions. \nHis greatest cont ributions may be in how collaborates with local organizations that build c apacity for climate action and resilience across the region. The proposed Climate Engagement Centre\, the Land 2 Table food security project\, and t he expansion of youth involvement with FireSmart activities are all exampl es of his influence and impact. In fact\, he is significantly building loc al capacity by creating 13 climate-related jobs\, both in the City and the Youth Climate Corps. \n\n\n\n Judges’ comments: \n“What makes Kevin ’s nomination stand out is his ability to have an impact both within the local government and the community at large.
