 d stigma. Initially\, HIV received minimal government attention\, mainly b
 ecause it affected marginalized populations.    \n\nAccording to A Time
 line of HIV and AIDS\, by the mid-1990s\, after years of fear and loss\, t
 here was new hope as HIV rates were decreasing\, and new treatments helped
  people live longer\, healthier lives.   \n\nFast-forward to December 17
 \, 2025. According to the latest update to A Timeline of HIV and AIDS\, th
 e Ryan White HIV/AIDS Program achieved a record 91.4% rate of patients rec
 eiving HIV medical care. The program also served its highest number of cli
 ents ever in 2024\, providing care to more than 602\,000 people.   \n\nHI
 V stigma can affect anyone. Together\, we can challenge misconceptions\, c
 reate supportive communities\, and make it easier for everyone to access t
 he care they deserve.     \n\nManaging Your Mental Health    \n\nYo

 M Music Theater. \n \nEvery year\, the MIM Music Theater presents more tha
 n 360 performances by acclaimed musicians from around the world. Under the
  leadership of artistic director Andrew Walesch\, the theater features a d
 iverse lineup of artists spanning genres\, cultures\, and musical traditio
 ns. Each performance offers an outstanding experience for guests and perfo
 rmers alike thanks to the behind-the-scenes work of MIM’s theater team. 
 \nOnce an artist is booked\, theater production manager Nick Cecconi drive
 s the technical and production aspects of the concert\, communicating with
  artists’ managers\, coordinating logistics\, and overseeing technical c
 onsiderations. Nick works closely with artists’ representatives to ensur
 e that production details are addressed well before show day. \nFrom a per
 former’s arrival in Phoenix until their departure after their show\, hos
 pitality is managed by artistic operations coordinator Carrie Willis. Carr
 ie handles every detail of the artists’ accommodations\, transportation\
 , and food and beverage needs\, as well as the backstage experience\, ensu
 ring that performers can focus entirely on delivering a great show. \nArti
 stic operations coordinator Carrie Willis prepares the backstage VIP room 
 before a performer’s arrival. \n \nConcierges Edwin Sarratt\, Jeff Insel
 \, Jim Thornton\, and Mark DePue provide artists with a friendly welcome t
 o Phoenix and a smooth travel experience. They often transport instruments
 \, gear\, and merchandise and assist with day-of-show needs. Edwin\, Jeff\
 , and Jim also serve as day-of-show artist coordinator when Carrie is unav
 ailable\, ensuring that the performers receive attentive support throughou
 t their time at MIM. \nTheater technician Laura Smith adjusts a spotlight.
  \n \nTheater technician Laura Smith is the lighting designer for most per
 formances\, taking to the catwalks to focus spotlights on performers and o
 perating colorful LED lighting to enhance the atmosphere during each conce
 rt. Together\, Nick\, Laura\, and the theater crew— including a rotating
  cast of experienced technicians—conduct sound checks and lighting rehea
 rsals before every performance. During most concerts\, Nick and Laura work
  behind the scenes to ensure that every aspect of the production runs smoo
 thly and delivers a memorable experience. \n“Every night is a performanc
 e that people have been looking forward to for weeks or even months\, and 
 we never take that for granted\,” Nick says. “We always want to set th
 e artist up for success.” \nTheater production manager Nick Cecconi sits
  at the mixing console in the theater. \n \nIn the hours before a show\, l
 ead house manager Belle Winsor and house manager Victoria Schwentick\, who
  oversee front-of-house operations\, set up merchandise tables and lead pr
 e-show meetings for the volunteer team members who run the merch table and
  serve as ushers. Belle and Victoria also coordinate show starts\, playing
  chimes to announce showtime to guests enjoying drinks and snacks from the
  concert bar in North El Río\, and they help the VTM ushers guide guests 
 to their seats. \n \nLead house manager Belle Winsor (center left) and hou

  volunteer team members. \n \nLike the musicians it supports\, MIM’s the
 ater team works in concert to create memorable experiences for artists and

 e door—a whole team that treats their show like it’s the only one that
  matters. When you approach each night with that level of intention\, you

 ABOUT THE SPEAKER \nMatthew has a Ph.D. in Philosophy and has taught envir
 onmental ethics\, media ethics\, and technology and human values at Northe
 rn Arizona University\, Coconino Community College\, and Embry-Riddle Aero
 nautical University. Matthew recently participated in a National Endowment
  for the Humanities summer seminar on extending Aldo Leopold’s “Land E
 thic.” He is co-founder of Sedona Philosophy\, which offers guided hikes

 resentation here. \nRoughly $1 trillion of the US federal budget is distr
 ibuted annually through grants-in-aid to state and local governments rathe
 r than individuals\, heavily impacting local public service quality. While
  these funding formulas seem impartial and based on objective needs like p
 opulation or poverty\, Leah Rosenstiel’s Politics by Formula reveals the
 y are deeply distorted by political institutions. Congressional committee 
 leaders deliberately design these formulas to favor their own constituenci
 es. Neutral formulas shield these political choices from public scrutiny w
 hile simultaneously constraining lawmakers\, ultimately driving geographic
  inequalities and determining whose needs are prioritized across states. \
 n\nLeah Rosenstiel is assistant professor of political science at Vanderbi
 lt University.  A central interest of her work is understanding how polit
 ics affects the distribution of federal funding and the design of governme
 nt assistance programs. Some of this research appears in my book\, Politic
 s by Formula: How Congressional Policymaking Creates Disparities\, publish
 ed by the University of Chicago Press. Her other research is published in 
 the American Political Science Review\, the Journal of Politics\, Legislat
 ive Studies Quarterly\, and Science. \nShe received a joint Ph.D. in Polit
 ics and Social Policy from Princeton University in 2021 and a B.A. in Poli
 tical Science from Carleton College in 2014. Prior to beginning graduate s
 tudies\, she worked as a research assistant on K-12 education policy at th
 e Congressional Research Service.

 esearch fellow and voting policy scholar at the Brennan Center for Justice
  at New York University School of Law. \n\n\nThe rise and fall of the Voti
 ng Rights Act\, from the triumph of its passage in 1965 to its evisceratio
 n by the Supreme Court in their 2013 decision in Shelby County v. Holder \
 nThe Voting Rights Act of 1965 finally made good on the promise of the Fif
 teenth Amendment\, which nearly a century before had granted Black America
 ns the right to vote. The Voting Rights Act was the crowning achievement o
 f the Civil Rights Movement\, which had battled for years against voting l
 aws that made it all but impossible for Black Americans to cast a ballot. 
 The act was a resounding success\, bringing Americans of all races and eth
 nicities into the democratic process. And then\, in 2013\, the Supreme Cou
 rt brought this progress to a screeching halt with their decision in Shelb
 y County v. Holder. In this book\, Michael Miller and Kevin Morris offer a
  sweeping history of the Voting Rights Act and the attacks it has suffered
 .
